Some states have reciprocity agreements with other states, meaning each state honors the other state’s concealed carry permit.
An example of a concealed carry relationship between two states: State A concealed carry permit holders in State B agree to carry concealed carry permit holders in State A and concealed carry permit holders in State B in State A.
State A accepts State C concealed carry permit holders, but State C DOES NOT accept State A concealed carry permit holders. This is NOT a relationship.

Issuing: Issuing states issue a concealed handgun permit to any private citizen who meets all requirements.
Ammunition: Ammunition states have the right to decide whether or not to issue a concealed firearm permit to an individual citizen even after meeting all requirements.
Rights Denied: States with rights denied do NOT allow private citizens to carry or carry concealed weapons.

You may be asked if your concealed weapons permit is a resident or non-resident permit. Some states issue licenses to both residents and non-residents of their state. On the other hand, some states ONLY give to residents of their state. And to take it a step further, some states only allow permits issued to residents of states with which they have reciprocity. This is what the yellow color of the state on the map means.

State Of The State: Illinois Becomes The Last State To Permit Concealed Carry
No Under federal law, an Illinois concealed carry permit or a concealed handgun permit from another state is exempt from background checks when purchasing a gun in Illinois.
The Illinois State Police will issue or deny applications within 90 days of receiving a complete electronic application, payment and complete set of fingerprints. If you do not submit fingerprints, the ISP will have an additional 30 days to complete the application process.
A 5-year concealed carry license in Illinois costs $150. The cost to renew your license is also $150. Initial and renewal licenses for non-residents cost $300.

Hour Renewal Class
Currently, only residents of Arkansas, Idaho, Mississippi, Nevada, Texas, and Virginia can obtain a nonresident concealed carry permit in Illinois.
Military training provides up to 8 hours of credit toward the 16 hours of training required to obtain a concealed carry permit in Illinois. Military servicemen who have served in active service are obliged to submit documents confirming their status as active military servicemen. Veterans must provide a copy of their DD-214 or NGB 22.
