People are not afraid when it comes to the California Department of Motor Vehicles and their policies and practices. They have comments, suggestions, and complaints that they can’t wait to resolve, and I’m still reviewing hundreds of responses to my column about driver’s license renewals for people 70 and older.
California’s Dmv Now Offering Online Drivers License Testing
I wrote that starting January 1, anyone 70 or older who wants to renew must go to a DMV office for information and an eye exam. This requirement has actually existed since 1978, but was temporarily suspended during the COVID-19 pandemic, allowing for seamless online renewal.
My article examined whether this was ageism, as some have claimed. Many have argued that you should be evaluated based on your driving history, not your age. I showed that statistically older drivers crash less than drivers in their 20s and 30s. However, this is a bit misleading because they travel fewer kilometers.
California is about to face a wave of aging population, and Steve Lopez is heading that way. His column focuses on the blessings and burdens of advancing age and how some people are challenging the stigma associated with aging.
“All my friends are at least 75 years old, and I’m not going to let half of them take me anywhere,” he said.

Many readers say the in-person process isn’t too bad, especially when you make an appointment, but not everyone wants to log in and log out. Connie Horniak of Irvine said she had to wait two hours to take the test and there were so few chairs in the waiting area that “at one point I went to the bathroom to sit down.”
After reading reader comments, two things caught my attention. Many people complained about the exam questions. And many people said that it would be more beneficial to make driving mandatory after a certain age, rather than written tests.
That was mostly true when I wrote that renewing your driver’s license at age 70 and over requires an in-person eye exam and knowledge test. Only a few readers were able to give me an at-home test online, so I asked the DMV what it was.
California Dmv Now Letting People Take Driver’s Knowledge Test Online
I was told that in some cases, depending on your driving history and other factors, you may be able to take an online test or what is called an e-learning course, which is a driving and testing program of about 45 minutes. You can find out if there are options for you by going to the Senior Drivers website and starting the license renewal process online. However, you still need to go to the DMV office for an eye exam.
Let me now turn to the test questions that bothered many readers, including Brea’s Carolyn Bryant. She said she had been driving for 57 years, read the driver’s manual on Saturday, took five practice tests on Sunday and thought she was done.
She failed her first attempt and passed the second one, but she said that none of the 25 questions were included in the trial exams.
“Some of the questions were very subtle and had nothing to do with important things senior drivers need to remember. One example: What is the penalty for leaving an animal on the side of the road? What did you say? Me,” Bryant said. “I don’t know any old man who would act so foolishly and heartlessly.”

“I missed the question about oil tankers and railroad crossings,” said Arthur Siciliano, 87, of West Hills. “Noris, what does this prove about my ability to operate a motor vehicle safely?”
DMV Deputy Director Anita Gore said the testing is evaluated periodically and adjusted using a “linear testing algorithm.”
The tests are designed to be “fair to everyone” and help determine “whether drivers have the knowledge they need to operate a vehicle safely,” according to Gore. All questions were taken from the California Driver’s Handbook, she said.
But back to Cicilano, who believes the written test is the wrong way to determine an older driver’s ability. She proposes “a system to screen older drivers for physical or mental impairments that affect their ability to drive safely.” Maybe a certificate from a general practitioner.

Tim Jahns, 74, of Hemet, said he thinks the state should require driving tests instead of written tests that include “a lot of minor or completely unrelated questions.”
“Only actual driving tests can determine eligibility or exclude those who cannot drive safely,” Jans said.

Mitok began lobbying for the legislation, and the late Tom Hayden, then a state senator, introduced the Brandy Mitok Safe Driving Act, which required driver tests starting at age 75. a form of ageism.

I am of two minds. Many people are bright and hard-working in their 70s and 80s, and a driver’s license is a form of freedom they understandably cannot easily give up. But our vision, judgment and reflexes are still impaired, and I’ll never forget how scary it was behind the wheel while my father insisted he was safer than anyone else on the road.
Mitok said he believes we need a public conversation and a state task force weighing driving rights and risks to try to find a balance. I don’t know if there is a legislator, a geriatric group, or a major policy consortium that would take up the call, but I can get behind the idea.
