Shane Allen, a mother of two from Philadelphia, was pulled over during a traffic stop three years ago after crossing from Pennsylvania to New Jersey with a loaded Bersa Thunder .380 handgun, unaware that her concealed carry permit was in her birth, state it cannot be transferred to another.

Allen was eventually pardoned by New Jersey’s governor after a lawsuit, but her case sparked a national debate about concealed carry permits.

This debate has come to a head. On Wednesday, the House of Representatives passed a bill, the Concealed Carry Reciprocity Act, that would require all states to recognize a concealed carry permit issued by any other state.
So what does “reciprocity” mean? This means that anyone with a valid concealed carry permit in one state can travel to any other state with the permitted weapon and not have to worry about being arrested or fined for carrying that concealed weapon, as Allen was. In other words, each state must respond to the approval of a permit issued by any other state.
Reciprocity does not affect any state’s specific concealed carry laws. Some countries have relatively restrictive licensing procedures. New York State, for example, has one of the strictest standards for anyone seeking a concealed carry permit. The process, if successful, and success is far from guaranteed, involves filling out a lot of paperwork, months of waiting, and detailed research into the applicants’ personal histories and lives. The bill he just passed does not require New York to change or stop enforcing existing laws. The state may continue to apply relatively restrictive standards to those seeking a concealed carry permit in New York State.
There are at least seven states whose concealed carry laws are relatively strict. In addition to New York, those states are Massachusetts, Connecticut, Rhode Island, New Jersey, Delaware and Maryland. The remaining 43 states tend to take a slightly less restrictive approach to concealed carry permit requirements.

Allen’s case is one of several involving gun-carrying out-of-state citizens, some of them tourists, arrested and charged with carrying concealed weapons outside their home states.

Mark Bedero, who has prosecuted similar cases, told Fox News that he hopes the bill, whether it passes or not, will force New York authorities to reconsider prosecuting gun owners, such as seniors, who do “honest mistake”.
“If it doesn’t pass, I hope that support for the bill will cause New York prosecutors to reconsider the benefit of prosecuting honest, law-abiding firearm owners who accidentally violate New York’s strict gun laws,” Bedero said.
For reasons like these, the reciprocity bill passed by the House of Representatives was hailed by supporters — including President Donald Trump — as a common sense measure and considered a legislative priority for the National Rifle Association.
However, his critics express serious concerns. House Democratic Leader Nancy Pelosi accused Republicans of complying with the National Rifle Association’s demands. Two months after two of the deadliest mass shootings in U.S. history, Republicans “brazenly wanted to hand the NRA the biggest item on their Christmas wish list,” said Pelosi, D-Calif.

Before Wednesday’s vote, critics on Twitter condemned the bill, including Mark Kelly, the husband of former congresswoman Gabrielle Giffords, who was shot in the head but survived an assassination attempt in 2011.

Some states have reciprocity agreements with other states, meaning that each state honors the other state’s concealed carry permit.
An example of concealed carry reciprocity between two states: State A agrees that concealed carry permit holders in State B may carry in State A, and State B agrees that concealed carry permit holders in State A may carry in the country B.

There are also some cases where State A accepts concealed carry permit holders from State C, but State C does NOT accept concealed carry permit holders from State A. This is NOT reciprocity.
