Malls that have suffered due to e-commerce or during the pandemic have been given new life by the entity that caused the decline – Amazon.

In the past few months, the retail giant has been on a buying spree, buying unused malls across the country and converting them into distribution centers.

In March, Amazon reached an agreement to convert a mall in Baton Rouge, Louisiana, into a 3.4 million-square-foot distribution building and a mall in Knoxville, Tennessee, into a 220,000-square-foot distribution center. In December, the Worcester, Mass., local planning board signed off on Amazon’s application to convert the city’s Greendale Mall into a 121,000-square-foot distribution center.

Between 2016 and 2019, Amazon converted about 25 malls, according to an analysis by Coresight Research. Last year, the news came amid negotiations with Simon Property Group, the nation’s largest mall owner, to convert bankrupt JCPenney and Sears department stores into fulfillment centers. Target and Walmart have also turned some space in their own stores into mini-fulfillment centers.

“The reality is that cash flow in low-cost malls is declining rapidly,” said Vince Tibone, chief retail and industry analyst at real estate analyst Green Street. “You have to decide, ‘Do I want to do something to invest a lot of money to turn this dead business into a thriving business or create an office?’ Selling the dead as land is a better option.”

About 50 percent of mall stores could close permanently by the end of 2021, according to Green Street. Most of the closed malls are expected to be lower-tier malls that generate less than $320 per square foot, making it difficult to cover mortgages, Tibone said.

Shopping centers are struggling to find mortgage debt. Macerich, which operates about 50 malls across the country, announced in February that it was restructuring to resolve $1.5 billion in debt, which will take place in July. CBL Properties, whose anchor tenants include Victoria’s Secret and Foot Locker, reached an agreement with creditors in March to reduce its balance sheet by $1.6 billion.

Nikki Forman, an Amazon spokeswoman, declined to comment on future development plans for the Dead Mall property. But he said the company is “constantly exploring new locations and considering various factors when deciding on future locations to best serve our customers.”

Amazon’s signature Prime Delivery relies on a nationwide network of more than 100 distribution centers and roughly 1 million workers to get packages to customers’ doorsteps within a day — or even an hour.

The pandemic has only slowed Amazon’s retail business as stores close and people huddle at home to prevent the spread of the coronavirus. Net sales rose 37 percent in 2020 from a year earlier, prompting the company to invest about $44 billion in capital expenditures, Brian Olsavsky, Amazon’s chief financial officer, told investors in February. The fulfillment center’s operations will increase by 50 percent in 2020 compared to the previous year, he said.

“In the [fulfillment center] world, it’s hard to activate capacity quickly, so that generally means you have to rebuild to protect the customer experience,” he said.

Cortana Mall in Baton Rouge will be Amazon’s third distribution center in the region. The 1.4 million-square-foot mall, owned by Moonbeam Capital Investments and located east of the city at the intersection of two major highways, has been in decline since the years following the Great Recession. The mall was put on the market and withdrawn in 2018 due to lack of interest. Earlier this year, the mall’s last store, Dillard’s Clearance Center, announced it would close.

“A lot of malls are going to close, in many cases the mortgage debt on the mall is worth more than the mall,” said Alex Goldfarb, principal research analyst at Piper Sandler. “You can easily have a shopping center with $50 million to $100 million in mortgage debt that sells for $20 million because there aren’t really any tenants and you’re selling the value of the land.”

Amazon bought the Cortana Mall property earlier this year for about $17 million, according to the East Baton Rouge Clerk of Courts. That works out to only about $6 per square foot. Additionally, the East Baton Rouge Metro Council approved a $35 million tax break for Seefried Properties to develop the project on behalf of Amazon.

While Moonbeam did not respond to NBC News’ request for comment, Baton Rouge Mayor Sharon Weston Broome said in March that she supports rezoning the former Cortana Mall development.

“This generation project will create 1,000 new jobs for local residents,” he said. “Today’s reflections from the Cortana Mall will be critical to moving this project forward.”

But in Worcester, Mass., where Amazon is building a distribution center on the site of a former mall, the company is facing community backlash. Dozens of people testified against the development at a December planning commission meeting, citing concerns about traffic, noise, working conditions, emissions, the impact on small businesses and the company’s anti-union efforts.

“This is going to be community development and what is Amazon’s commitment to our community?” Kevin Ksen, a 40-year-old Worcester resident who spoke at the meeting, told NBC News. “The answer for most of us is, ‘What are you going to do with the workers to make sure they’re treated well and hire union workers?’

Jessica Schumer, Amazon’s economic development manager, said at a December meeting that the distribution center will create 70 new jobs that will pay at least $15 an hour with full benefits. He also cited several examples of Amazon’s donations to local school districts and housing organizations. At the end of the month, Amazon got the green light to build.

Xen said in an interview that he hopes Finnard Properties, the mall’s owner, will go through with an announced plan to convert the defunct mall into a mixed-use site with shopping and housing. Now that Amazon is coming to town, they’re worried that communities won’t reap the benefits.

“I’ve seen economic development happen in our community — frustration at the local level,” he said. “But at the same time, I see the usual list of articles about building Amazon here and building Amazon there. I’m not sure if anyone understands the implications because it’s happening so quickly.

Knox County, Tenn., Mayor Glenn Jacobs said Amazon’s new last-mile distribution center is a welcome relief for the city, which has been losing money on real estate. As sales declined, the mall’s owner, Knoxville Partners, became approximately $600,000 delinquent on property taxes.

Amazon plans to hire 700 workers for the distribution center, he said, and has not yet applied for a tax break for the project.

Although the county won’t receive as much property tax on the warehouse property compared to a mall, Jacobs said, Amazon will have a bigger impact on the local economy.
