Property taxes in Palm Beach County are based on the assessed value of the property. The Palm Beach County Property Appraiser is responsible for assessing property values as of January 1 and sending annual notices of proposed property taxes to property owners.

Taxable value is the assessed value minus the property tax deduction. The Palm Beach County Tax Collector uses this value to calculate taxes.

Under Florida law, the county appraiser must remove liens from a property and reassess it when the property is sold to equalize fair value and assessed value. The selling price will be “fair value” or market value.

Local governments, such as cities, school districts, and counties, set property tax rates. The graphic below shows that “ad valorem” taxes, i.e. property taxes based on the value of the property, are added to the “non-ad valorem assessment.” The second refers to the fees that collection agencies may add to your property tax bill. A common example is solid waste disposal fees.

Tax collectors issue property tax bills, collect payments, and distribute taxes to taxing entities such as local governments and school districts. Tax collectors are also responsible for selling property tax certificates if taxes are delinquent.

In August, you will receive a Notice of Proposed Property Tax, or TRIM (Truth in Millage), showing the taxable value of your property as of January 1. The notice also includes proposed mill rates and estimated property taxes. This is an estimate based on the proposed tax rate, not the bill.
