The new Palm Beach County Tax Department Service Center is now open in Westlake. The 23,735-square-foot facility, located at 16440 Town Center Drive South, will serve the growing Westlake and surrounding communities.

In 2020, the agency purchased 4.63 acres from master developer Westlake Minto Communities USA to build the state-of-the-art facility. It replaces the former office in Royal Palm Beach, which is now closed.
“We are thrilled that the taxpayer has chosen Westlake to build their newest service center,” said John Carter, senior vice president of Minto Communities Americas. “Moving forward, it will be even more convenient for our residents to take their driver’s test, register a car or boat, or apply for a fishing and hunting license.”
“The population growth of the western community requires a broad understanding of how best to provide community services,” Gannon said. “Our first priority is to serve as many customers as efficiently as possible, which means building a new service center that can accommodate more customers. It is the perfect location for a new service center, providing a gateway to better serve our western communities,” he added.

Westlake has approvals for 4,500 homes and more than 2 million square feet of commercial development. The tax office is the fourth development to open in the city since its inception in 2016. Fire stations, freestanding emergency medical facilities, 7-Eleven convenience stores and gas stations have gone online in the past. Over the past few years, it has embarked on the path of further development.
The council just approved plans for a new shopping center and restaurant complex called Westlake Landings and a new family entertainment center called Adrenaline World. Construction of both projects is expected to begin in 2022. A 50-acre self-storage facility is also planned at Westlake Landings Business Park. Nearby, a second 7-Eleven is set to open soon.
Meanwhile, Publix recently broke ground on a multi-tenant retail center that will house a 50,000-square-foot grocery store, and Christ Fellowship Church broke ground on an 800-seat worship center.

The site presented a challenge for the design team to work within the requirements of the new zonal footprint of the urban infill. The existing and adjacent environment consists primarily of a shopping center and small buildings located next to a parking lot on the busy main thoroughfare of Military Trail. The county designated the area to be redeveloped to create a model urban landscape and implement the new zoning requirements. Urban infill cladding encourages the alignment of new buildings with higher proportions of street-facing facades. The facade required extensive articulation, including changes in the height of parapets and large amounts of glass transparency.
These conditions, along with the challenges of the long and narrow site, inspired the design team to create a dynamic main facade. At the center of the building, a concave curved wall juts out from the street, adding depth and dimension to the pedestrian zone, while presenting an iconic view to passing traffic.
Curved walls create a light-filled two-story interior space for premium customer service functions. A patterned terrazzo floor echoes the shape of a space while being durable and easy to maintain. The interior panels required for the photo backdrop are printed on the side facing the lobby and feature artwork created by people with disabilities through local community organizations, fulfilling part of the public art requirement. Featuring bright citrus colors, large windows for natural light and an outdoor terrace, the lounge provides the center’s staff with a place to take a break from the fast-paced and often stressful environment.
