The Palm Beach County chapter of NOW, a national women’s organization, founded FACTS Court Watch, Families Against Court Travesties, in 2002 to investigate the conduct of judges and lawyers. This is in response to a significant increase in calls for help from parents seeking assistance with family law custody issues.

FACTS works with other non-profit organizations to support and protect abused children from the effects of domestic violence, including physical, sexual and emotional abuse. Long-term abuse of the law may be responsible for increasing mental health problems among children and young people. The state of Florida has been very negligent in caring for the victims of these abuses.

Parents, usually mothers, who try to protect their children are rejected by lawyers because of the cost of legal representation and the industry that supports them so much. They have no choice but to legally represent the welfare and well-being of their children in family and care courts. This crisis poses a threat to abusive families who use the family courts to aggressively sue their husbands and children to stalk, harass, punish, and force them into poverty, as happened with Ali and Grayson Kessler. This is especially true for abused mothers who are trying to protect their children from their fathers.
Family Court Awareness Month is a national day of remembrance for the murders of children like 4-year-old Grayson Martin Kessler of Plantation, Florida. A domestic violence restraining order and an emergency custody order for Grayson were denied by a Broward Family Court judge, a day before Grayson was killed by his father and later committed suicide.
To protect more at-risk children, the Florida Legislature passed Grayson’s Law last year. The bill is sponsored by Senator Lori Berman and Representative Hilary Cassell. The purpose of this legislation is to change the way domestic violence and abuse cases are handled in family courts and to support the enactment of additional legislation that always puts the safety of children first.
FACTS invites the public to join and volunteer to help parents and their children in family court. It has officially been over a year since I joined the state court system in the fall of 2021. I am still meeting with members of the justice community, building relationships across states and learning from you. I look forward to continuing to strengthen relationships with new and experienced members of the court system.

As we reflect on the transition from summer to fall, we are proud of the meaningful work we have done together over the past few months. The summer months are sometimes referred to as “conference season” because of the many trainings, conferences and educational programs around the country. For example, the Center for Dispute Resolution’s annual dispute resolution conference attracted more than 700 participants, the first conference the Center has hosted since 2019. The Domestic Violence Incident Manager Training teaches the audience specific skills and informs them about domestic violence trends and issues. the best sport. Conferences and educational programs are important for the education of judges, court staff, and legal partners, and also help maintain awareness of changes and trends in the legal landscape. Although unable to attend all events, I was able to attend the Judicial Conference’s annual problem solving and educational program for circuit courts, circuit courts, and circuit courts. As you know, public services pay. But you may not know that many judges and court clerks have served in various branches of the US military. On Veterans Day in November, we honor all military veterans and also recognize veterans currently serving in our courts. These dedicated men have devoted much of their professional lives to public service at court and in the military. Every year, before Thanksgiving, the court celebrates Adoption Day. In 2022, courts across the country are celebrating Adoption Day in different ways, which not only celebrate important moments in the life of a new family but also raise awareness of adoption. Ta. On September 28, Hurricane Ian hit Florida, ravaging the entire state with strong winds and storm surge. Although some courthouses were damaged, we are proud that in mid-October all our courthouses were back up and able to provide services to Florida families and businesses. Tropical Storm Nicole, which hit Florida in November, also affected court operations. As we continue to rebuild from both storms, the Courts Emergency Management Group mobilized quickly to ensure that the courts have the resources they need.
I am honored to be a part of Florida’s criminal justice system and continue to be amazed by the hard work, integrity, courage, determination and commitment of the officers I have been fortunate to work with. Judge Francis’ story begins in Jamaica, where he grew up. He attended the University of the West Indies, majoring in political science and international relations. Judge Francis ran two family businesses while studying and still graduated with honors. The multitasking and long hours he put into both endeavors helped him develop skills he still uses today. “It’s really challenging because I’m a full-time student. I don’t have the college experience that most students have,” he said. He described the effort as “a great balancing act.” “Being a small business owner is tough, so you quickly learn how to manage your time effectively. He said this prepared him well. “Your role as a judge is not only about deciding cases, but also about your administrative duties.”

In leadership positions, including as Director of the West Palm Beach District Court’s Family Law Division, her professional and business background has helped her manage the various people and processes under the Chief Judge’s responsibility. Judge Francis recalled that his experience running two companies and attending school influenced his worldview and his role as a judicial officer. Juggling many expectations “shapes the way you view responsibility. It shapes the way you view obligation. When you’re in the eye of the storm, put one foot in front of the other.” And at some point you’ll look back and say, “Wow, I can’t believe I’ve been doing this all this time. .” But I just do it, because I have to. “
Judge Francis has wanted to study law since childhood. He said, “I have had this dream for as long as I can remember. ‘Where did this dream of going to law school come from?’ That’s the million dollar question.” While preparing for college, he took a contract writing course. This “reinforced” her desire to become a lawyer. He said he “absolutely loved” the contract course, adding: “After I went to law school, that was it” and thought: “I’m in heaven.”
Judge Francis, who studied law in Jacksonville, is a member of a nationally recognized moot court team and a very talented team coordinator who “saw something in him” and inspired him to continue working toward his goals. I think it’s important to be a leader. Judge Francis met Judge Scott Makar during law school and later served as a judge on Florida’s First District Court of Appeal. He said his positive experience at the First District Court of Appeal “shaped his idea of what he wanted to be as a career.”
As she recalls the traumatic experience, she recalls conversations with Judge Makar and Judge Peter Webster, who clerked for the First District Court of Appeal. He remembers the conversation that prepared him for his career as a judge. He said, “I remember sitting in Judge Makar’s office and discussing the matter. It was wonderful,” he said of watching Judge Makar and Judge Webster preside over and decide difficult cases. That affects the way he approaches the judge. He continues to exemplify “kind, wise and considerate” leadership in his role as a judge.
