Three members of a U.S. school board were left in the dark when they voted to fire the district’s superintendent.

The board voted 3-2 Tuesday to direct the district attorney to negotiate a severance agreement with IB Haghighat, the superintendent the board hired last year.

Parents and some board members were stunned by the decision when Phoenix Elementary School Board President Jessica Bueno did not explain why Haghighat’s request came under fire. Board members Carmen Trujillo and Erica De La Rosa, who passed the bill, also did not explain their votes.

“There is nothing visible about plans for the community,” parent Nicole Wheatcroft said in a letter to the board. “There’s no time for community. It’s too difficult and dangerous.”

But board member Reggie Carrillo, who voted against the proposal, said the fire affected some board members’ desire to be more involved in school operations. He contends with the plan that he says the board is “not directly or indirectly visible to employees … in day-to-day operations.”

“And I believe we’re moving forward with a board that’s model-driven and wants to be more involved than what we’ve done together,” Carrillo said.

He said he was not doing well with Haghighat’s relationship, which was played out publicly at board meetings.

“By the way, it seems like the general manager’s experience is not what it should be,” Carrillo said.

At the board meeting, Carrillo said he could pay more than $330,000 to terminate Haghighat’s contract immediately without cause.

Board member Alicia Wink, the only board member with a child who attends the district, expressed support for Haghighat and expressed concern about the impact of the shooting on the district and students.

“This project requires hundreds of thousands of dollars in resources for our children,” he said.
