Frank grew up in Richardson, Texas. After high school, he earned his bachelor’s degree in Economics from Texas A&M University. Frank went on to earn his law degree at Texas Tech University School of Law. While at Tech, Frank was the editor of the Law Review, a member of the Bar Association, several legal organizations, and was president of the Texas Aggie Bar Association. He also received awards for excellence in legal research and writing.
