For years, northern Ohio cities have relied heavily on mailed traffic tickets as a source of revenue. Any fines levied must be reported to the Ohio Department of Taxation.
3News Investigates obtained records showing that in 2020, seven cities and towns in Northeast Ohio reported nearly $25 million.
It’s a payday for people, but if you pay the bills, according to Andy Maile, a Toledo attorney who has spent the last decade fighting similar cases.
Maile is among those fighting for changes to state law that now requires municipal courts to retain jurisdiction over speed camera ticket cases. He said if you get a ticket in the mail, you have options.

“There’s no need to be afraid to pay for it,” he explained. “Well, you can defend yourself and say you should take this matter to court. They can encourage cities to do the same, but often cities don’t.”

“They may be able to file a small claim against you for $150, but in the real world that won’t happen because they’ll have to spend time, money and resources chasing you,” he adds. “What does the city expect? You get drunk and pay out of fear because they don’t have the right to suspend your driver’s license if you don’t pay.”
“I haven’t seen a situation where there’s been any harm to customers or potential customers.”

To learn more about cities’ approaches to ticket tracking, 3News Investigates asked seven cities how many tickets were issued and how many were free. They all told us they do not store this data and contacted the camera vendor for details.
3News Investigates’ requests for on-camera interviews with most of the community’s police departments went unanswered, including Lindale Police Chief Timothy Franzak. He texted: “If you got a ticket, pay for it.”
The email was clear: If you get a few tickets and don’t pay, you’ll end up in small claims court.
