When a government document mysteriously surfaced earlier this week in the highest-profile case in the federal court system, it bore the hallmarks of another explosive story in the Justice Department’s investigation into secret records stored at the property by former President Donald Trump in Florida.
The document, purportedly from the US Treasury Department, said the agency obtained sensitive documents related to the Mar-a-Lago raid last month and included an order ordering CNN to preserve “leaked tax records.”
The document remained in the court file until late Thursday, but it is an obvious fraud. A review of dozens of court files and interviews by The Associated Press suggests the document came from a serial forger behind bars at a federal prison complex in North Carolina.

The incident also suggests that the court clerk was easily fooled into believing it was true by placing the document in the public record in the Mar-a-Lago search warrant case. It also highlights the weakness of the American judicial system and raises questions about court verification of documents proving official records.
The document first appeared in a court filing Monday afternoon, and may be labeled “Motion for Intervention by the U.S. Department of the Treasury.”
The document, which was riddled with spelling and grammatical errors, read: “The United States Department of the Treasury through the United States Department of Justice and the United States Marshals Service seized federal securities containing sensitive documents subject to a sealed inspection of the defendant from the FBI. Arrested.”
He cited a federal law to collect financial records in federal investigations. The document also includes two alleged arrest warrants, one sent to CNN in Atlanta and the other to a towing company in Michigan.

However, these documents are identical to documents filed in another lawsuit in federal court in Georgia filed by an inmate at the prison medical center in Butner, North Carolina. The case was dismissed, along with many other frivolous cases filed by the man from his prison.
The man has been in custody for several years since he was found incompetent after being arrested on charges of planting fake explosives outside the Guardian Building, a skyscraper in Detroit. Since his imprisonment, he has filed a series of lawsuits, impersonating the Treasury Department, impersonating a federal trustee and impersonating a Justice Department attorney, according to a review of court records.
In the Georgia case, the man alleged that Trump and others “mishandled” millions of confidential, unredacted tax returns and other sensitive financial records and the banking and tax transaction records of some millions of Americans and government agencies, court documents said.
The judge in that case called her lawsuit “fanatical” and “fictitious,” saying there was no way to “identify any known claim” from the unrelated filings.

Two people familiar with the matter told the AP that the man repeatedly impersonated federal officials in court filings and filed tax liens to judges using his forged documents. Given his history as a forger, his letter should be subject to greater scrutiny by the Bureau of Prisons.
It is unclear how the documents reached the court clerk’s office in West Palm Beach, Florida.
A copy of an envelope in the file shows it was sent to the court with a printed address to Treasury headquarters in Washington. But the postmark shows a Michigan zip code and the tracking number on the envelope shows it was mailed on Sept. 9 from the inmate’s hometown of Clinton, Michigan.
The AP is not identifying the prisoner because he has a documented history of mental illness and has not been charged with a crime related to the case.

“There is simply nothing to show that he had the authority to act on behalf of the United States,” the judge wrote in the Georgia case.
But despite the obvious warning signs — including a stamp showing the Georgia case number on the fraudulent arrest warrants — the documents were still on file.
Spokesmen for the Department of Justice and the Treasury Department had no comment. They refused to answer on the record when asked whether the document was forged and why the government had not processed it.
Representatives of the court clerk and the judge overseeing the search warrant case did not respond to requests for comment.
