The debate has arrived. The House of Representatives on Wednesday passed a bill called the Concealed Carry Act that would force every state to recognize a concealed weapons permit issued by another state.
What does “reciprocity” mean? This means that a person with a valid permit to carry a concealed weapon in one state can travel to another state with a permitted weapon and not have to worry about being arrested or fined for carrying a concealed weapon, as Allen did. In other words, each state must reciprocate the consent of the other state.
Reciprocity does not apply to special laws regarding the carrying of concealed weapons. Some states have laws restricting consent. New York state, for example, has one of the strictest standards for anyone applying for a concealed carry permit. If the process is successful – and success is far from guaranteed – it will involve the completion of many essays, months of waiting, and research into candidates’ characteristics and personal lives. The bill just passed by New York does not change existing laws or end their enforcement. The state will continue to set strict standards for anyone applying for a concealed carry permit in New York state.
Seven or more states have very strict concealed carry laws. In addition to New York, these states include Massachusetts, Connecticut, Rhode Island, New Jersey, Delaware and Maryland. The remaining 43 states are less restrictive on concealed carry permit applications.

Allen’s case is one of several armed citizens, some of them tourists, who have been arrested and charged with carrying concealed weapons out of their country.
Elizabeth Elderli never left her Houston home unarmed. The 31-year-old former U.S. Marine had two guns in his backpack when he visited the 9/11 Memorial in Manhattan in August 2015 and saw a sign at the checkpoint that said “no guns.”
His attorney said Elderli told a police officer at the time about the loaded 9 mm and .380-caliber semiautomatic handguns, both of which were covered by a Texas-issued concealed weapons permit that he believed was valid in New York.
But she soon learned that the Empire State’s gun control laws did not match those of the Lone Star State. Elder, who was arrested in connection with the incident, was sentenced to 3 1/2 to 15 years in prison for possession of a weapon.

Mark Bederow, who has handled similar cases, told Fox News he hopes the bill — whether it passes or not — will prompt New York officials to rethink “actually” prosecuting gun owners like Elderli.
“If the bill does not pass, I hope that support for the bill will lead New York prosecutors to re-evaluate the rationale for criminally prosecuting honest, law-abiding gun owners who violate the law.” “New York hates New York on guns,” Bederow said.
