The nation’s first private high-speed rail line will open this month in Florida, promising to transform South Florida’s roads by taking nearly 3 million cars off the road.
The ambitious $3 billion Brightline Express project will connect a large metropolitan area with a population of more than 6 million and a steady stream of tourists. The project, funded by All Aboard Florida, represents America’s first long-term step toward high-speed rail, said John Renne, director of the Center for Urban and Environmental Solutions at Florida Atlantic University.
This trend includes the development of shops, restaurants and condominiums near the stations. All in Florida received state approval in October to sell bonds to finance the project. The company said no public money would be used.
When service begins this month, Brightline trains will run from West Palm Beach to Fort Lauderdale. The service will expand to downtown Miami early next year, and possibly Orlando in the future. Renne said a trip from West Palm to Miami, which can take five hours by car, will take about 60 minutes by train.

In addition to reducing travel times, Renne says building integrated housing at each station will bring in hundreds of millions of dollars in new revenue. He explains that potential revenue was lost when the government transferred control of transport to the public sector in the 1920s.
“When that happened, we lost the connection between the development around the stations and the rail service itself and we started building car parks around the stations,” he said. Many people have stopped using public transport because “they could drive the whole way in a car”.
Renne said the Brightline trains will have their own set, built along 19th-century tracks that still carry freight trains. The return of passenger trains will revive the railroad, which stopped running the old lines in the 1960s, with the arrival of the federal highway program.

2014. “And now we’ve come full circle when traffic, congestion and gas prices are so bad that people are looking for other ways to get out of their cars and find other ways to get around the country.”
The plan also sparked outrage. Two wealthy communities on the Treasure Coast sued to stop the Brightline project, saying it poses serious safety concerns and could slow down commuters. Most of those charges were dropped or dismissed.
The state’s $18 billion transportation industry was also affected. Drawbridges allow fishing boats and yachts to pass through South Florida’s very busy waterways. “The economic impact of the cruise industry here is greater than the economic impact of All Aboard Florida and its service to Orlando,” Naugle said. “They have to find a way to keep that business.”
In 2015, the shipping industry and All Aboard Florida agreed to use the drawbridge in Fort Lauderdale after a Coast Guard inspection was successful allowing ships and trains to pass.
There are also concerns that development near the railroad will increase the cost of living in an area that already lacks affordable housing, Renne says. This may prevent other countries from establishing private railway systems.
He says: “Houses are very expensive, so when new houses are built in those areas, they are in high demand among people who want to live near them,” he says.

All Florida has not yet confirmed fares for Brightline. A 2015 study commissioned by the company suggested that a trip from West Palm to Miami would cost at least $16 — about $10 more than the cost of traveling the same commuter train route. administered by the State of South Florida.
Although All Aboard Florida calls the Brightline “the fastest train,” Renne says the actual speed doesn’t compare to overseas trains. He says Brightline trains will depart at about 120 mph, and will slow down further — to about 80 mph — during transfers.
Florida has a long history of high-speed rail controversy. In 2011, Gov. Rick Scott turned down a $2 billion federal loan to build a high-speed train because of financial obligations.
Renne said Florida is betting that if it can’t make enough money from fare revenue, facilities near the stations will fill the gap.

“Research shows that the transportation service alone is rarely profitable,” he says. “But when you combine real estate opportunities with development and transportation services, you can … actually get very profitable results.”
