Non-residents must already have a driver’s license in their home state to obtain a Pennsylvania license.

Foreign residents who have a permit from their home country can apply for a permit from their local law enforcement authority.

Foreign residents can apply for a permit if they are legally employed in the state and have a valid secret permit in their home state. They can apply only after six months of employment and only within six months of the first six months of employment.

People living abroad who are at least 21 years old and have a permit from their country can also apply for a permit.
