El Paso County Jail Annex Inmate Search – EL PASO, Texas – Forty inmates and five inmates at the El Paso County Jail have tested positive for Covid-19 in recent days. Mayor Richard Wiles said the infection appears to be spreading in the community.
“Despite all that (contact tracking) being operational so far, those are the people who have been booked and are believed to have brought something from outside. “So as far as we know, no one exploded in the jail.”

The commissioner said three inmates who tested positive in the jail annex after testing negative for Kovid-19 in the city jail have been transferred there. He said the prison is unlikely to move inmates for 14 days, which is the outer edge of the Covid-19 incubation period, regardless of test results.
Newly admitted prisoners must be quarantined for 14 days. Those who test positive are isolated from the general public, police said.
Wiles said there is concern that positive results in inmates due to Covid-19 may not be reported in a timely manner. He was told that there were 20 positive cases in the city jail on Monday morning, while the real number was 37, shortly after from the city’s emergency management office.
“For some reason the test results were delayed,” Wiles said. He said the University Medical Center, which provides tests at the jail, is working with the city’s Department of Public Health to prepare results and notify those who test positive to end the delay.

El Paso public health officials did not respond to questions about Wiles’ concerns about the slow pace of test results.

El Paso County Jail Reports Sixth Inmate Death In A Year
Earlier today, Martinez went to the El Paso Regional Medical Examiner’s Office to identify his body. According to the autopsy report, “Dominguez died of gastrointestinal bleeding from a stomach ulcer.”
Martinez said she’s worried about her husband’s health while he’s in jail because he has painful injuries. He started saying he couldn’t breathe and vomited blood three days before his death.
The Texas Rangers are investigating Dominguez’s death as required by state law. A 2017 Senate bill passed by the Texas House of Representatives would require an independent investigation into the death of a person in law enforcement custody.
The Texas Rangers report detailing the death includes interviews with inmates and nurses who worked at the time of Dominguez’s death.

He described the conditions in Dominguez’s cell that night. “When I entered the right cell block, I saw vomit and blood on my body,” a detainee told investigators. On the floor and on the mattress.

State Issues ‘non Compliance’ Ruling After Inmate Death
The sheriff’s office was not available to answer questions about why fentanyl was in the inmate’s system or whether illegal drugs were found at the jail.
Sheriff Richard Wiles agreed to be interviewed about the rising death toll. But El Paso County Sheriff’s Office spokesman Chris Acosta said he could not comment because of a possible lawsuit.
“It is the county’s policy not to give any interviews or statements related to such cases,” Acosta said.
The Azalea Corral family sued El Paso County in federal court for civil rights violations after a 22-year-old man killed himself in an East Side annex factory in February 2021.

“Azahalia’s death is another example of a larger problem in Texas prisons,” said Dean Malone, an attorney representing the Corral family. The Dallas-based attorney specializes in inmate negligence or death cases.
In prisons, inmates are increasingly dying of “drug poisoning” and overdoses, according to reports of inmate autopsies and deaths submitted to the Texas Attorney General’s Office.
That same night Eric Dominguez died of stomach bleeding in the same prison. Justin Joshua Flores also died in custody. The 31-year-old was booked into the downtown El Paso County Detention Center on Nov. 26, two days before Dominguez.
According to El Paso County Jail records, a jail judge allowed Flores to post $20,000 cash or bail to be released.

But on Dec. 6, Flores passed out in his room after “taking medical care,” according to an El Paso County Sheriff’s Office report. During the investigation by the Texas Rangers, another inmate was found who noticed that Flores was not breathing and called for help.
He was pronounced dead at a nearby hospital 20 minutes later, according to the Texas Rangers.
Flores died of “acute mixed drug poisoning,” according to an autopsy by the El Paso County Medical Examiner’s Bureau. An autopsy report lists fentanyl, an antidepressant and anticonvulsant, found in his system.
The report also said he also had naloxone, which is used to reverse opioid use, in his system. Flores’ case remains under investigation by the Texas Rangers. The report does not say whether the arresting officer or others tried to administer naloxone to Flores.

He said he’s sure his questions about Dominguez’s death will be answered after the Texas Rangers complete their investigation. On April 11, the Rangers report was released and Dominguez’s case was closed.
The El Paso County Sheriff’s Office and Attorney’s Office are handling his request for a copy of recorded phone calls he made to Dominguez while he was in jail.
Martinez said a sheriff’s office investigator texted her, “You have to fill out an application to open the file. And I sent you an email. According to the text message you can open it at the sheriff’s office. “But it goes up legally if they release anything.”
