Tax Collector Palm Beach County – The Customer Service Center provides access to services to residents from its central location in the county. This important facility sees a large number of public visitors every day and is expected to serve over 200,000 residents annually.
The site presented a challenge for the design team to work within the requirements of a new urban zoning overlay to fill the area. The existing nearby context mainly consists of shopping centers and smaller buildings with sites located behind the car parks of the busy main artery of Military Trail. The county designated the area for redevelopment into a more urban streetscape and implemented new zoning requirements. The urban in-fill overlay encourages new buildings to line the street, with a high percentage of the facade facing the public road. Considerable articulation of the facade is required, including variations in the height of the balustrade and a large amount of glass for transparency.

These requirements, as well as the challenge of a long narrow space, inspired the design team to create a dynamic main facade. At the center of the building, a concave curved wall indents from the street, adding depth and dimension to the pedestrian area while presenting an iconic view to passing vehicles.

The curved wall creates a two-story, light-filled interior space for key customer service functions. Patterned terrazzo flooring reflects the shape of the space while providing durability and ease of maintenance. The interior panels required for the photo back drops are printed on the side facing the lobby with artwork created by people with disabilities through a local community organization, responding in part to public art requirement. A break room with bright, citrus colors and large windows for natural light, as well as an outdoor terrace, provide a place for the center’s staff to relax from the fast-paced and often stressful environment. A new service center for the Palm Beach County Tax Collector’s Office is now open to the public in Westlake Township. Located at 16440 Town Center Parkway South, the 23,735 square foot facility will serve the growing population of Westlake and surrounding communities.
On February 22, Ann M. Gannon, the constitutional tax officer serving Palm Beach County, dedicated the service center with a ribbon cutting and tour for invited guests. The building is designed with a modern look and feel and features a comfortable and spacious interior to serve the residents.

Flagler County Tax Collector Set To Open Palm Coast Branch
In 2020, the agency purchased 4.63 acres from Minto Communities USA, Westlake’s master developer, to build the state-of-the-art facility. It replaces an office located in Royal Palm Beach, which is now closed.
“We are thrilled that the Tax Collector has chosen Westlake to build its newest service center,” said John Carter, senior vice president of Minto Communities USA. “In the future, it will be more convenient for our residents to take their driver’s test, register their car or boat, or apply for a hunting license to fish.”
“Population growth in western communities requires a broad look at how best to provide community services,” Gannon said. “Our priority is to serve as many customers as possible, and that means building a new service center that can serve more customers. With the need for the property to build a new facility in a premium, we bought the land in Westlake because it is the perfect place to build a new service center to provide a gateway to better serve our western communities,” she added.
Westlake is approved for 4,500 homes and more than two million square feet of commercial development. The tax collector’s office is the fourth non-residential development opened in the city since its establishment in 2016. In recent years, with more progress in the preparation process.

The City Council recently approved site plans for a new shopping center and restaurant group known as The Shoppes of Westlake Landings, as well as a new family entertainment center known as Adrenaline World. Property taxes in Palm Beach County are based on the assessed value of the property. The Palm Beach County Property Assessor is responsible for assessing property values beginning January 1 and sending annual notices of proposed property taxes to property owners.
The taxable value is the assessed value less the property tax exemption. The Palm Beach County Tax Assessor uses this amount to calculate the taxes due.

Under Florida law, the county assessor must remove all exemptions from the property when it is sold and reassess it to make the fair and assessed values equal. The sale price will be “fair value” or market value.
