Shane Oyler is the Managing Director of the Quad Cities office. Responsible for a culture that aligns with our guiding principles, values and mission. He is an employee supporter, promoting training, development and engagement, while supporting strategies for cultural growth, customer experience, project delivery and profitability.
Shane is an environmental engineer with 30 years of water and wastewater experience. Shane earned a master’s degree in environmental engineering from Texas Tech, and is a member of the Water Environment Federation and the American Water Works Association.
We played a major role in the creation of the Gordon-Van Tine Commons, located steps from the Mississippi River in downtown Davenport. This historic high-rise is bringing new amenities to the Quad Cities, from a rooftop pool and panoramic deck to an outdoor grill and fenced dog park.

The Carroll office serves the Western Iowa region and beyond in conjunction with McClure’s Fort Dodge and Sioux City offices. The company has offices in Clive (Iowa), North Liberty (Iowa), North Kansas City (Missouri), Lenexa (Kansas), Columbia (Missouri), and Macon (Missouri).

Tony has over 20 years of experience in structural engineering, with particular areas of expertise in light steel fabrication, multi-storey timber construction, building envelopes and historic restoration. He is responsible for the growth of people and businesses on the east coast.

Dustin currently serves as McClure’s Chief Executive Officer. His experience in managing public and private sector projects has led him to focus on unique opportunities that add significant value to our clients and the municipalities in which they invest. As CEO, Dustin leads the company’s strategy, focused on our vision to make life better for our people, our customers and the communities we serve.
Dan has been an invaluable leader within McClure since 2014. He has nearly three decades of accounting experience, which gives McClure a big advantage. During Dan’s time at McClure, the company was named Inc. 5000 for six consecutive years (’16, ’17, ’18, ’19, ’20, ’21).
Jenna has been part of the McClure team since 2016, starting as an intern and currently leading McClure’s Marketing and Communications team as Director of Marketing, Partnerships and Communications. In his role, he develops communication strategies that engage the organization and align with short-term goals and long-term strategies. Her love of events and McClure’s values of kindness and fun are evident at McClure’s events and engagements. McClure’s talented team of marketing personnel worked together to build and share the McClure brand and prepared all of McClure’s RFPs/RFQs to support McClure’s relationship development mission for success.
Andrew brings more than 20 years of airport engineering experience and a thorough understanding of FAA policies, design standards, and the grant process. His experience is primarily focused on airport-side projects including runway, taxiway and apron improvements from minor refurbishment and construction to full rebuild. He has managed airport projects throughout the United States from large commercial service airports, such as Kansas City International, Denver International, and Louisville International, to more than 20 general purpose airports in the FAA’s Central Region. In 2017, Andrew was elected to the Iowa Public Airport Association Board of Directors, where he promotes Iowa Airports. He also holds an FAA private pilot’s license.

Coby has extensive experience as a civil engineering consultant and has been a project manager, manager or engineer on various projects in both the private and public sectors. His specialties include public site design, urban design, water and wastewater planning, construction design and management, road design, stormwater management, and civil engineering. You can help move projects from concept to Certificate of Occupancy using traditional or alternative delivery methods such as Design-Build, Public Private Partnerships or CM as Risk. Coby is committed to the success and quality of every project, and excels at building relationships and assembling teams of professionals to deliver projects.
As Vice President of Water, Gary manages all water and wastewater related projects at McClure. Gary’s involvement includes managing projects in water and wastewater treatment, distribution, pumping and distribution systems. You have a thorough understanding of regulatory policies, design standards and financial processes. His experience focuses primarily on water treatment plants, sewage treatment plants, lift stations, pump booster stations, sanitary sewers, water mains, water storage facilities, rate studies, and capital improvement planning. By managing projects, he works with the community to determine the best way to support improvements. These include, SRF, BFCG, EDA, USDA-RD, Revenue Bonds, GO Bonds, and TIF and negotiated agreements with major utility customers.
Justin has over 12 years of experience in the construction industry, with a background in geotechnical design. He has worked on a wide range of projects, in many different market sectors. He also has a strong background in business development and client management. Responsible for people and business growth in the Iowa Market.
Justin began his career in Sioux City before entering consulting in 2008. He is focused on transportation work – both design and construction. Justin now builds successful relationships with clients he has served for over a decade, as well as pursuing new relationships and leads McClure’s transportation team, including bridging and transportation.
