El Paso Sheriff Jail Search – The El Paso County Sheriff’s Office’s Detention Bureau and Security Division is comprised of approximately 279 men and women who pride themselves on their ability to house inmates in a safe and constitutional manner.
The men and women in the security department provide a vital service to the prison population, which averages more than 1,600 inmates per day. Inmates are held in one of 25 sections of the El Paso County Jail: 5 for women and 20 for men. There are 27-94 inmates in each section. The complexity, operation and atmosphere of the El Paso County Jail has been compared to a small suburb of a large city. All basic components of physiological needs are represented. Inmates are provided with three healthy, balanced meals each day, as well as religious, nutritional and medical needs. All cooking and laundry services are available on site. Inmates have access to the same resources as outside of prison. Our on-site medical providers can perform most medical and dental procedures. If inmates need more extensive or complex treatment, they are transferred to appropriate treatment facilities. While outside the facility, they are under the direct supervision of a sheriff’s deputy.

While these signs of normalcy continue, Sheriff Bill Elder described conditions at the jail as “critical” and “out of control” after the inmate population reached 1,791 last week. “I hesitate to give numbers, but yes, we must say we will not accept this any longer,” Lincoln said. “We hope it never comes to that.”
The sheriff’s office first raised concerns Monday about overcrowding at the designated Criminal Justice Center, which exceeded September’s record high of 1,781.
The population has fallen to around 1,770 prisons according to recent reports, but the underlying problems remain and threaten to worsen without warning.

One problem is that there are an increasing number of extortion systems feeding prisons, but the facilities are not maintained.
It was expanded once in 2005 due to overcrowding, adding 864 places to the existing 1,753, but the seven municipalities serving it exceeded this number. The El Paso County Sheriff’s Office, the Colorado Springs Police Department and agencies in Manitou Springs, Fountain, Monument, Green Mountain Falls, Palmer Lake and Calhan bring everyone arrested here to await trial or serve their sentences.
As population and crime grow in these communities, it becomes increasingly difficult to find housing for everyone and to comply with important classification rules designed to isolate defendants before trial and isolate certain populations based on specific needs and level of risk.
Guidelines set by the National Institute of Management recommend that prisons not exceed 80 percent of their maximum capacity in providing segregation opportunities to inmates. This means the CJC only needs to house 1,400 inmates.

As a result, the sheriff’s office has had to transfer some inmates to other state prisons, such as in the case of 10 defendants charged this year in the killings of Coronado High School students Natalie Cano-Partida and Derek Greer.
Two of the defendants appeared in court recently, bearing the names of Douglas and Teller counties.
“It would be better if they were here,” said Lincoln. However, the number of detainees accused of the same crime could not be distinguished.
Elder has previously said another expansion or a new prison could ease the pressure, but that “is not an option for us.” His superiors also agree.

Sheriff’s spokeswoman Jacqueline Kirby said the 2005 expansion, which cost $55 million and was paid for with a certificate of participation, was “very popular.” Participation certificates are similar to bonds and are often required when debt is incurred so the government can issue them without voter approval.
“I think people want to live in a safe society,” Kirby said as Lincoln finished his sentence, “but there’s a limit to what they’re willing to spend.”
Echoing complaints about sheriff’s offices and jails across the country, Lincoln said the facility has become “beyond our means and capacity” for those in need.
She told the story of a 21-year-old woman with severe mental illness who was jailed on suspicion of identity theft and added a charge of second-degree assault on a peace officer after attacking prison officials. They recommended he be committed to a state mental health facility, but four names remained on the list as other states struggled to provide adequate treatment for inmates, Lincoln said.

Lincoln said they did not have the resources to treat him, including full medical expertise, and that there were 30 to 50 other inmates like him.
