Concealed Carry States That Reciprocate – Although the United States Constitution requires states to issue permits issued by other states (such as driver’s licenses), it has refused to follow this law and apply this principle to concealed carry permits.
Most states will recognize a concealed handgun permit issued by another state, as long as the other state also recognizes your permit. It’s called reciprocity.

Unfortunately, while the original CHL law required the Oregon Secretary of State to negotiate collective bargaining agreements, no one ever did, and that part of the law remained silent. There have been several attempts to revise the laws in Oregon to ensure reciprocity, but these have been blocked in other ways (no prizes for guessing which party started this).

As a result, Oregon is one of the few states that does not recognize any licenses from other states. Fortunately, there are several states that do not require a concealed carry permit and some others that are willing to recognize Oregon’s CHL even though Oregon does not.

(1) Although Florida law allows licensees to carry concealed firearms, knives, and clubs, those state laws only allow concealed carry of handguns or weapons, not all weapons. Florida license holders cannot carry any type of firearm while in that state.
(2) The State of Vermont does not issue firearms/pistol licenses. Florida licensees, of course, licensees or unlicensed citizens of any state, can carry into Vermont. This creates a problem in reunification with Florida. Florida law requires an out-of-state resident to have a permit to carry a handgun or concealed firearm. Since Vermont residents do not have such licenses, they cannot be granted concealed carry rights under Florida law.
(3) Persons under the age of 21 may apply for a concealed handgun permit in these states. However, any person with such a license who is not 21 years of age or older is not permitted to carry a concealed handgun or firearm in Florida.
(4) These states will honor a Florida concealed handgun permit only if the permit holder resides in the state of Florida.

The State of Florida will honor state issued firearms/concealed weapons permits as long as the other state agrees to honor the permits issued by them. The states listed above are the only states that have agreed to honor Florida licenses.
There are several important reasons why other states may not honor Florida’s concealed handgun permits. Some states, such as Connecticut, do not have the authority to enforce mutual agreements. Some states, such as Minnesota, will not enter into a treaty with another state unless the other state has a gun permit policy similar to its own.
