The committee heard from health care experts and reviewed several studies, all of which show that there is an optimal school start time for certain grade levels and that setting a bell schedule for students has multiple benefits.

The American Academy of Pediatrics and the Academy of Sleep Medicine call lack of sleep in teens a public health problem and recommend starting middle and high school no later than 8:30 a.m. because it supports overall teen health, alertness, and safety.

When the committee looked at the academic, social, and emotional benefits of setting start/end times, the team realized that using a three-tier system could have transportation efficiencies and tradeoffs.
Currently, due to an inefficient delivery schedule due to different start times and a disproportionate shortage of bus drivers, we are unable to transport all sports and activity groups after school events/competitions, and teachers are unable to schedule holidays. We have been forced to cancel site learning experiences (field trips) for students, after school activities and even cancel some bus routes to/from school.
Moving to a three-tier transportation delivery system allows us to return to a service delivery system that best supports students, primarily because it allows us to:
