CARSON CITY — When Sasha Johnson moved from New York City to Las Vegas in April, she bought a car. The dealer told her she could register the car online, and Johnson didn’t think much of it.
But when he tried to register the car through the online section of the Nevada Department of Transportation, Johnson couldn’t because he still has a New York driver’s license.
To make matters worse, the next available DMV appointment was almost two months away, and the 30-day deadline for new vehicle registration had passed.

“I was able to make an appointment with her on Saturday morning and she was quick, efficient and helpful. She told me what I was going to get and my plates arrived within days,” Johnson said.
Johnson used what is known as a third-party registration service at the DMV, an industry dedicated to helping consumers in what may be one of the nation’s most popular agencies.
Industrial companies provide assistance with a variety of registration services, including title transfer, temporary relocation permits, handicap spots, personalized plates and more. However, they do not have a driver’s license or ID card.
Simply put, they go to the DMV, so you don’t have to, although state agency officials say consumers can get those services for free at DMV offices or online.

It is not only people who want to avoid sitting in office cleaning or clicking on state websites that use third party services during work on Tuesday. People without computer skills, those struggling with language barriers and small business owners who are too busy at the DMV also benefit from their services, industry professionals say.
But the convenience of using a third-party service doesn’t translate to real transactions, some industry leaders say. The relationship between third-party services and the DMV has not always been smooth, and the industry argues that even as the department continues to push online and other avenues for free services to reduce backlogs. .
Part of that fight came before legislation in the form of Senate Bill 349, a measure supported by state Sen. Edgar Flores, D-Las Vegas, which requires third-party services using “DMV” to be included in every ad. . The words “Services” or “Registration Services” must be followed by a disclaimer.
Flores said the bill is intended to prevent third parties from misleading consumers by falsely claiming to be the DMV.

Flores said the law also aims to “help good actors” by setting certain requirements and penalties for document preparation services, including third-party DMV registration services, under one section.
Now preparers must register with the Secretary of State’s office. The application requires a background check and business license, which must be renewed annually.
The bill, which passed the Senate unanimously, would partially repeal a provision in the 2019 law that prohibits the use of the DMV’s name, logo or trademark in any form of advertising.
Not being able to use the department name will make it harder for people to find their business, said Sarah Lee Marks, owner of Michael’s.

“When someone Googles, they’re not going to Google ‘TAG Agency’ or ‘MVD,'” Mark said. “They go to Google ‘DMV,’ and it won’t come up even though I’m the closest person to them, because I can’t use the word ‘DMV registration services’ in my name.”
“If this law is passed, we will send an immediate message that we have agreed as a government that there is a place,” he said. “We accept that. We see. We want them here. The DMV has a responsibility to seriously work with them and consider them.
Many of the issues between the department and third-party registration services can be traced back to early 2018, when DMV officials decided to reduce the use of walk-in windows used by the industry to process more transactions; Each DMV office now has only one window instead of two.
“They’re cutting our access in half,” said Smog Plus DMV Registration Services owner Rafael Arroyo. “That’s when it starts.”

Arroyo, which has been involved in third-party DMV services since opening its first location in 2008, formed the Nevada Registration Services Association in 2018 for other registration services.
The group raised money and hired lobbyist Peter Krueger, and it worked. The MPs voted by majority to send Bill 288 to the National Assembly at that time. Steve Sisolak for the 2019 session.
The law requires the DMV to maintain at least two public service windows at major DMV offices to perform document preparation services.
Mark said the windows are not always fully operational, and sometimes the hours the windows are open are limited. Download packages currently take seven to 10 days for the DMV to process.

Those in the industry say they understand the DMV is understaffed, but argue third-party services can help make this transaction more efficient.
“As an entrepreneur, as someone who manages resources, if you’re short staffed, you probably want to use your resources in the most efficient way,” Arroyo said. “Well, when it comes to delivering transactions, nobody is more efficient than us. We do those things efficiently for those people.”
Marks, who has been providing third-party registration services for more than 20 years, said that if the DMV is willing to devote more resources to its business side, it can handle more transactions overall.
“When you have everything ready, they can process two-thirds of the transactions in the same time as desktop technology,” Marks said.

As the DMV continues a four-year, $128 change effort that will continue to move many of its services online, registration services argue that their industry needs.
Troy Arias, who helps run his family’s business, AA DMV Services, said customers are sometimes frustrated and want to avoid “miscommunication” at the DMV.
“In the Hispanic community, because they have a higher risk of driving with a suspended license, dealing with law enforcement is scary for them,” Arias said.
For others, like Las Vegas towing company owner Lilly Mercado, the free services offered by the DMV aren’t enough.

Mercado, who has used the AA DMV service for more than four years, needs to register 23 vehicles for his towing business.

Renato Lara, DMV’s deputy director of field services, said the department has “good relationships” with third-party services and their companies offer another option for Nevada residents to do business with the DMV.
“It’s another option for Nevada residents,” Lara said. “If they want to use the registration services, they are for-profit. We provide the same services at no cost to Nevada residents, and we also have other third-party services that we partner with.

Other options include DMV stores located in grocery stores and two Las Vegas AAA branches that offer some registration services. County assessors’ offices in some rural districts also offer registration services, Lara said.
But the department’s biggest problem is understaffing, a problem that affects almost all Nevada state agencies.
Lara said employee retention is difficult because the private sector and other government agencies pay more for entry-level positions.
Adding to that problem, it takes nearly two years for a DMV technician to be fully trained, making the department’s inefficiencies even harder to eliminate.
