CHICAGO — On days he can’t ride, Rocio Herrera takes the bus at 6:10 a.m. from his poor, largely Hispanic neighborhood on Chicago’s Southwest Side for the long drive to the Phoenix Military Academy—one of six military-themed public ones.

Military schools are part of the Department of Defense’s Junior Reserve Officer Training Corps, or JROTC, program. In most schools, JROTC is an elective that requires a few classes in military history and leadership, after-school activities, and wearing a uniform a few times a week. In Chicago Public Schools, military equipment, uniforms and salutes are part of everyday life.

One early morning in April, Herrera and her classmates walked through a metal detector and entered the gym at 7:35. When they stopped at the business, the students adjusted their green jackets. Herrera wore a blue captain’s jacket, its vertical stripes, and patent leather shoes.

Herrera can stay on the street. When he feels disrespected, his round face hardens. At school, the 17-year-old found a way to deal with the problem. Managerial responsibilities have kept her busy this spring, as well as figuring out what to wear when broadcasting.

He said he has always dreamed of joining the military, something he is well prepared for because of JROTC. But that path is closed to him because of what he often calls his “status”: He is an undocumented immigrant.

Chicago Public Schools operates the largest JROTC program in the nation, with 11,000 students enrolled. Officials there estimate that 10 percent are undocumented immigrants, many of whom entered the country as children. Nationally, experts believe thousands more are in the process, although legal restrictions on asking about immigration status in public schools make hard numbers unavailable.

Military service as a path to citizenship for young undocumented immigrants is part of a major bipartisan reform bill introduced in the US Senate in April. The bill would allow young undocumented immigrants like Herrera who arrived as children to apply for temporary immigration status, then join the military. Those who have graduated from high school and served four years thereafter will be eligible to apply for citizenship.

The Pentagon, faced with a shortage of qualified, qualified candidates, has supported past efforts to allow undocumented immigrants to enlist.

Testifying before the Senate Armed Services Committee in 2006, former Defense Secretary David Chu said, “Many of these young men would like to join the military and have the necessary qualifications – education, skills, fitness and moral qualities.”
