SINGAPORE: The Singapore Motorcyclists’ Trade Association (SMCTA) has called for a review of the local safety standard for motorcycle helmets after the government proposed to increase fines for selling or importing unapproved helmets.

The Traffic (Amendment) Bill tabled in Parliament on Monday (April 5) seeks to raise the maximum fine for the offense to S$1,000 for first offenders and S$2,000 for repeat offenders.

Motorcyclists and traders told CNA that unapproved helmets are widely worn and sold in Singapore as these helmets are already made by established brands that meet international safety standards.
This includes helmets from brands like Arai, AGV and Shoei, which may not necessarily be locally approved and can cost hundreds or thousands of dollars.

Suppliers continue to import these helmets without sending them for local testing to save costs and meet the demand of motorcyclists who still buy them for their distinctive nature, attractive appearance or high safety standards.

But according to motorcycle websites, it’s hard to say what the best standard is because tests are done differently and according to local conditions.

“We are disappointed that destructive tests are still required even though the helmets have already been tested by manufacturers and approved to a number of other international standards,” said an SMCTA spokesman.
Testing in Singapore is carried out by TUV SUD, a German testing, inspection and certification company. It includes one drop test on the front, back and side of the helmet, a penetration test using a sharp object dropped on the helmet, and a chin strap test using a strap pull weight.
These tests are conducted in batches, which means that distributors put 1 to 4 percent of each batch of helmets they import through this test.
Helmets that pass the test will be affixed with a blue marker sticker and the words “Batch Tested”. This is the only indication that the helmet is approved for sale or use in Singapore.

According to the SMCTA, the cost of open helmet inspection is S$1,283 for a minimum of four pieces and S$194 each for the next five pieces. There is also an additional signature fee of S$110.
A helmet dealer, who declined to be named, told CNA that he does not send his helmets for inspection locally to save costs, especially since he only imports a small number at a time.
It sells ECE approved Biltwell and Felix helmets online and at a store located in the southern part of Singapore.
But with the proposed increased fines, he said he will “probably” stop importing those helmets because his small business doesn’t risk being hit with more fines.

The retailer said it understood the need for a local safety standard because cheap and often fake helmets made in China “are currently flooding the market”.
“I think these are the types of helmets the government should consider, rather than well-known Japanese brands like Arai or Shoei, which meet international safety standards,” he said.
However, the dealer noted that there is a steady demand for non-certified helmets in Singapore, with riders looking for something tougher than the certified helmets that are usually offered for free when buying a brand new motorcycle.
“These unsanctioned helmets meet the standard that even the MotoGP Russians use when going from 200km/h to 300km/h,” he said.

One rider, who only wanted to be known as Andy, told CNA that he had been using non-approved Arai or Shoei helmets for the past five years. He has also used other non-approved helmets since he started riding in 1996.
“These helmets are of better quality, internationally approved, as well as beautiful colors and designs,” said the 40-year-old businessman.
Andy said he’s confident his current helmets meet SNELL and ECE standards so they’re safe, noting he’s had his fair share of road and racing accidents.
“I was wearing a US$90 approved helmet in Singapore and in one slow fall, the visor broke and sent a piece through my eyelid. “It blinded me in one eye,” he said.

When asked if he was worried about wearing an unapproved helmet, Andy said he had always understood he could be fined S$50.
“I was slapped with a dark helmet visor and never fined for it,” he said. “The enforcement officer recognizes the brand name on my helmet, reminds me that I have one with a sticker, and waves me over.”
Despite this, the latest amendments to the Road Traffic Act 2019 have increased penalties for drivers wearing unapproved helmets.
People wearing unapproved helmets can be jailed for three months, fined up to S$1,000, or both. The previous maximum fine was S$200.

“Unapproved helmets can be unsafe, and even though there are extremely safe helmets that may not be locally approved, you risk breaking the law,” the spokesperson said.
Like the union, Andy said he believes local standards should be reviewed to bring them in line with international standards.
“Helmets certified to several international standards are approved for competitions around the world and are chosen by almost every professional rider,” he said, adding that these standards are updated “almost regularly.”
A helmet retailer CNA spoke to said the authorities should conduct sample tests instead of batch tests to cut costs. This, he said, would eliminate the need to test the same model of pre-approved helmets in different grades.

An alternative, he suggested, would be to introduce a standards conversion program that would allow importers to apply for a renewable exemption for helmets that already meet certain international standards.
