“It’s a lot,” he said this week, standing near a tire on their property.
After years as a property manager, Schippers thinks he’s seen it all while managing a building on SW 9th Street that houses businesses like Printing by Design, Inc.
“Someone took a tire off. The last time and before that it was in the light, which was weird because it was in the dark before that,” Schippers said.
According to manager Lara Schippers, tires have been placed on the property along SW 9th Street several times.

According to him, cleaning these wheels takes a lot of time, money and labor. Some tires end up in the dumpster during the summer, wasting more time, money, and work.
Tires don’t move until someone finds them and pays to get rid of them. One round of cleaning can cost up to $400.
He said that they are trying to find the people who put the tires behind the building and in the garbage dump. He said the security camera footage Schippers shared with Local 5 wasn’t clear enough. But new lights have been installed on the property in hopes it will help.
“I hope I don’t know… I hope they don’t do it again,” he told Local 5. “It’s another cost to sell the building, so during the pandemic, many of our businesses have closed and we can’t recover, so now it’s just an increased cost.”

The Schippers said that because it’s private property, the city of Des Moines will inspect their property, and if it’s not clean, the building owner will pay a fine. While their property is a huge problem, the Schippers believe it affects many people like them and are calling for those responsible to stop it. A southeast Iowa facility owner improperly disposed of vehicle and equipment waste and illegally collected thousands of tires and construction debris over the past eight years, according to an executive order from the Iowa Department of Natural Resources. .
Phil Feinberg was fined $10,000 by the DNR, the maximum amount allowed for such administrative action under Iowa law – S.E. Iowa Metals recycling store near Lockridge.
Feinberg’s family partnered with several rescue sites until 2014, when he filed for bankruptcy and began operating the sites himself, said Ryan Stouder, a senior environmental specialist with the DNR, who has investigated claims and documented many rescue sites over the years. Violation of the law.

“He doesn’t have to follow good rules,” Stouder said. “Now, you make more money by not doing enough. This is an economic advantage. Other exploiters in the area complained that he took away the business because he did not do what he was supposed to do.”
That includes not draining the vehicle before shredding and throwing away the tires instead of paying. Appropriate disposal fees, according to law. By saving on landfills, Feinberg can make an attractive proposition to customers, Stouder said.
Feinberg did not respond to a request for comment for this article. According to Stouder, Feinberg said he believes in draining customers’ cars before taking them to the salvage yard.
In 2019, someone complained that Feinberg had stored about 20,000 tires there, and despite repeated warnings from the DNR to throw them away, the pile remained, Stouder said. Tires over 500 are prohibited without permission.

In June 2021, Stouder collected storm water samples at the site and tests revealed contamination with hazardous metals, oil and grease.
Feinberg also received a violation ticket for collecting large amounts of construction debris and destroying trash at a salvage yard that hasn’t been dumped for at least two years. Stouder said Feinberg told her the waste was taken to the landfill but could not provide proof such as a receipt.
There is also evidence that waste was burned at the site, including the wires needed to extract the copper.
The DNR tried to reach an agreement with Feinberg earlier this year to resolve the issues. Instead, the department issued a unilateral order that fined him $10,000 and ordered him to remove the excess tires within 90 days and comply with hazardous waste disposal regulations.
